When attempting to load a CSV file from the Neo4j browser on a Windows Server, you may encounter the following error.

Error : Couldn't load the external resource at file:///people.csv 

Fix :

1. Make sure that the connection to the Neo4j server is made using bolt:// protocol, which will make sure the user is connected to the correct server in the cluster where the CSV file is present.
2. If the user is using neo4j:// connection, then make sure that the CSV file is copied to all the import folders of cluster machines.
3. Make sure that the import location is in this format. 

 dbms.directories.import=E:\\Neo4j\\neo4j-enterprise-4.4.4\\import
